Is this racist?

First, after I got my haircut I was being told the price by the stylist, Cali, she said $16. The owner, Todd, then said “charge him more because he’s brown” . She was new, but if she was wrong on the price he could’ve just said sorry she is New, the actual price is $18. I was appalled that he would say something like that

Second the owner Todd was talking poorly about other stylists and barbers in the area. That is completely unprofessional, and I will not go back here. I have also filed a complaint with the city.
